Stephen holds 21 years of professional service in the Uganda Revenue Authority, where he served in various capacities, 10 of which were at the organization’s senior management level as an Assistant Commissioner in the Customs Department.
He is a Fellow of the World Customs Organization (WCO) and an accredited Trade Facilitation advisor and holds versed knowledge in the development of tax & trade policy in Uganda and with the EAC region.
He has widely consulted as a Trade Facilitation expert for the WCO and the WTO in India, Georgia, South Africa, Zimbabwe, Kenya, and Tanzania, among others.
He contributed firm steps in implementing the various trade facilitation initiatives to reduce business costs, including the Single Customs Territory and the Single window processing in Uganda and the EAC region. He has highly developed knowledge in tax & trade management, leadership & institutional management.
